The Netherlands Institute of the Royal Netherlands Academy of Arts and Sciences, NIDI's Resource Flows Project is looking for a Researcher

Function title: Researcher

Core tasks:

Under the supervision of the Resource Flows Project Manager, the researcher will fulfil the following core tasks:

1. Within the framework of the development of the new project proposal:

( a ) To explore and give technical advice on ways to capture expenditures from sub-national levels.

( b ) To explore and give technical advice on ways to estimate total world-wide domestic expenditures.

( c ) To explore and give technical advice on ways to include other actors involved in funding of financial resources for population activities (health insurance companies, private sector).

2. To keep abreast with, and advise on specific concepts relating to resource flows and costing issues, including National Health Accounts.

3. To conduct analyses on the interrelations between financial resource flows and population and development issues, including HIV/AIDS.

4. In case of approval of a new project phase: to to fulfil the tasks assigned by the Project Manager.

 

Requirements

Required education/skills: University Graduate

Qualifications:

- Degree in health economics or development economics with substantive knowledge of health systems.

- Strong familiarity with substantive issues related to health (care) financing, population and development and reproductive health.

- High level of computer literacy.

- Experience in management and analysis of financial flows.

- Excellent command (written and oral) of English and preferably of other UN languagesCompetences:

- Applied researcher.

- Critical mind.

- Team player, but also capable to work independently.

- Excellent communication skills.

- Result orientation.

- Tact.

- Ability to work under pressure.

 

She/he should be willing to travel abroad on short-term assignments.

The Netherlands Interdisciplinary Demographic Institute (NIDI)

 

NIDI is the national demographic institute of the Netherlands. Its principal task is to study population issues, with a special emphasis on population-related social developments that are relevant to policymaking at both national and international level. The Institute employs a multidisciplinary staff of around 60 persons, who conduct research on the determinants and consequences of demographic trends, which is characterised by an interdisciplinary approach and international orientation.

In the Department of Population, Migration and Development the project ‘Financial Resource Flows for Population Activities’ is conducted.

 

The ‘Resource Flows’ project, which started in 1997, is executed by NIDI in collaboration with the United Nations Population Fund (UNFPA) and the Joint United Nations Program on HIV/AIDS (UNAIDS). Its primary aim is to monitor financial flows on population activities in developing countries and countries-in-transition, including activities on family planning, reproductive health, STDs and HIV/AIDS, as well as basic research and population censuses. The principal method of data collection consists of annual mail surveys. The year 2003 is the final year of the current project cycle. For the subsequent project phase (2004-2005), alternative data collection methods need to be explored and implemented to better cover or estimate expenditures on population activities. In addition, research efforts should be broadened to assess program effectiveness and the demographic impacts of (the lack of) resources spent on population activities, especially with regard to HIV/AIDS. NIDI aims at a continuation of the project and currently discusses with all partners possibly future project developments.

 

Conditions of employment

Estimated maximum salary per month: eur 4000 - 4500

Salary: scale 12.

Maximum salary amount in Euro's a month 4506

Duration of the contract: one year with the possibility of extension

 

Additional conditions of employment:

Conditions of employment:

-A full-time contract of one year, with a possibility of extension.

-Position to be filled as soon as possible.

-A salary level up to a maximum of € 4,506 gross per month at full-time employment, depending on level of experience.

 

The under 1.a, 1.b and 1.c described tasks could also be carried out on the basis of a two-to-three months service contract.
