Once the Speaker approves the Bill, none of the universities in the country, which were running without senior officials, may remain vacant for more than three months. According to the Bill, the concerned authority should fill the vacant posts of universities within three months. The Chancellor will be able to appoint a senior professor to the vacant post of vice-chancellor for a maximum of three months by delegating authority to carry out daily activities in consultation with the co-chancellor. Similarly, the concerned vice-chancellor shall be able to appoint any senior professor to other vacant posts in the university for three months in consultation with the co-chancellor. At present, Tribhuvan University, Nepal Sanskrit University, Pokhara University and Purbanchal University have been running without rector, registrar and other senior officials in the absence of effective laws.
